Charvis Campbell, a Howard graduate who had been working in higher education, bought 5,000 records, CDs and books off a friend who was shutting a shop in Baltimore, found a space on Kennedy Street in Brightwood Park, and opened HR Records in 2018. The name is short for Home Rule, after the District's fight to govern itself, and the shop is pointed the same way - jazz, soul and R&B, and a deliberate effort to hold on to DC's musical record while the city changes around it. It is one of very few Black-owned record shops in the country. There was no sign over the door for the first five years. Campbell also runs the Home Rule Music and Film Preservation Foundation, which makes documentaries, publishes a zine, puts on shows and runs the annual Home Rule Music Festival
