Spin Vinyl is on Gallusovo nabrežje, right on the Ljubljanica in the old town, and it is the second-hand shop in Ljubljana - new records and cassettes too, but the used racks are what it is known for and they lean hard into rock and alternative. Small enough that the owner will talk you through what is worth hearing rather than leaving you to it, which is most of the reason people keep sending each other there.
